(Attach separate sheet, ifneeded.): The purpose of the SPDSS water management system is <br />to assist water users and managers to make timely, informed decisions regarding historic and future use of water <br />within the South and North Platte drainage basins. The SPDSS is the third DSS implemented and is part of the long <br />range plan for the CWCB. The DSS for the Colorado and Rio Grande have been implemented and are functional. <br /> <br />5. Please explain why you are requesting a non-reimbursable, instead of a loan. (The Construction Fund exists primarily to provide <br />low interest loans for the construction or rehabilitation of Raw Water Projects. Non-reimbursable Investments are approved only <br />when the project or study is of Statewide interest and benefits a wide range of people and organizations, and/or a large <br />geographical area. The applicant(s) must also show that they are fmancially unable to repay a loan): This as a State initiated <br />project that has statewide benefits. Benefits include continued collection of water resource data, and storage of all necessary <br />data in a central database for easy access. This and existing DSS tools will continue to provide information to the state in timely <br /> <br />manner. <br /> <br />6. <br /> <br />Will the acquisition of additional water rights be necessary?
