<br />. <br /> <br />state-wide basis such as new or revised institutional arrangements, statutory revisions, <br />policy changes on the part of various agencies or organizations and new or revised <br />funding methods. <br /> <br />Recommendations for an ongoing planning process to continue and regularly update the <br />state-wide planning framework will be presented in Task 13. A database of information <br />developed in the course of the study for use in an ongoing planning process will be the <br />subject of Task 14. Documentation of the study process is described in Task 15. <br /> <br />Existing studies, reports, computer programs and analyses as well as information made <br />available from studies currently in progress will be used to the maximum extent possible. <br />Consultants should review and utilize the Guidelines for Financial Assistance through <br />the Colorado Water Conservation Board Construction Fund as a reference source for the <br />planning activities outlined below. <br /> <br />The study is expected to result in: a number of alternatives which appear to be feasible at <br />a reconnaissance level of analysis, a number of recommendations as to what the State of <br />Colorado might do to facilitate water proiect development, a set of strategies for <br />implementation of the alternatives and recommendations for an ongoing planning <br />process. The goal of achieving consensus among study participants will be a major <br />consideration throughout the process. <br /> <br />. <br /> <br />Detailed Work Tasks <br /> <br />The following is a suggested outline of tasks to accomplish the study obj ectives described <br />above. It is expected that consultants submitting proposals for the SWSI will provide a <br />more detailed Scope of Work and may suggest revisions to this Scope of Work so long as <br />the study objectives can still be met. <br /> <br />Task I - Public Information and Involvement Activities <br /> <br />Establish a public information and involvement program to inform the public, Colorado <br />water users, other govemmenta1 agencies and all other interested parties of the study <br />process and to allow an opportunity for participation at various times throughout the <br />studv process. <br /> <br />1a. With direction from the CWCB staff, establish a study advisory group or groups <br />to assist the staff and the study consultant(s) in accessing information, discussing the <br />approach to proposed work tasks and in reviewing study work products. <br /> <br />lb. Conduct interviews with persons knowledgeable in local and state-wide water <br />supply issues to discuss the scope of the study. <br /> <br />1 c.
