<br />I <br /> <br />considerably lower now than both private <br />industry and the federal government. Some <br />seven or eight years ago the state salaries <br />were quite comparable to both the federal <br />government and private industry. However, <br />Colorado has slipped badly behind in pay <br />scales in the professional ranks in the <br />last seven or eight years. It is most <br />difficult now to keep a complete staff. <br />Very seldom at any time during the last <br />two or three years have we had a complete <br />staff. <br /> <br />We have asked the Civil Service Com- <br />mission to give examinations for the <br />position of chief engineer. We assume the <br />competitive examinations will be held for <br />that position in the near future. If <br />anyone is interested in that position he <br />should submit an application to the Civil <br />Service Commission. <br /> <br />We also have the position of water <br />resource analyst that is vacant at this <br />time. We have been trying for some months <br />to fill that position but have been unable <br />to do so. The water resource analyst <br />starts at around $11,000 and the chief <br />engineer at about $13,000 per year. Those <br />are the starting salaries and the eventual <br />salary is higher than that. <br /> <br />I <br /> <br />We have not been able to successfully <br />recruit people for the vacant staff posi- <br />tions. This is a problem common to all <br />the state agencies which have professional <br />jobs open, especially in the field of <br />engineering. The state highway department, <br />the state engineer, and our Board particu- <br />larly are having problems in recruiting <br />engineers, especially people who are versed <br />in the water resource field. If anyone <br />has any knowledge of people who might be <br />interested in such positions we would be <br />very happy to interview them. <br />
