Nationally published historic structures would <br />encourage visitation by people who could impact the <br />operating easement rights of landowners and could possibly <br />interfere with the operation and maintenance of the canals. <br /> <br />3. Requirements for additional liability insurance. Board <br />staff has discussed the matter with Caren Paterson of CHS <br />who indicated the advantages of having the canals listed. <br />which could be (al a prestigious matter and (bl possibility <br />of federal grants being made for maintenance and repair <br />purposes. Ms. Paterson also indicated that emergency <br />maintenance problems would not exist because of specific <br />provisions in the statutes that allows immediate repairs. <br />Also Ms. Paterson said that she expects that the <br />Association, if its canals are not included in the <br />Register. will have to work with the Bureau when repairs <br />are necessary; and. if some of the materials of existing <br />structures would have to be replaced, a photographic record <br />should be made before any replacement takes place. <br /> <br />FOllowing considerable discussion. Mr. Johnston moved. <br />seconded by Mr. Smith, that the Director send a letter to the <br />Colorado Historical Society stressing the following points: <br /> <br />. <br /> <br />1. That the Society defer action until the Board can <br />review the matter in consultation with local interests. <br /> <br />2. That the Board will work with the Society, the Bureau <br />and local interests to develop exemptions before the <br />Society takes action. <br /> <br />3. That the Board is not opposed to the designation per se. <br /> <br />4. That the Society provide an opportunity for the Board <br />to work with the Society to clarify general procedures <br />before the Society proceeds further. <br /> <br />Motion adopted unanimously. <br /> <br />Aqenda Item 10 - Federal Leqislation <br /> <br />a. Omnibus Bills - Appendix B <br /> <br />. <br /> <br />In discussing the proposed federal legislation. Mr. <br />McDonald summarized briefly the pertinent provisions of the <br />House and Senate omnibus bills H.R. 6 and S. 366. respectively, <br />introduced in the House and Senate, and H.R. 1557. requested by <br />the Administration. All three bills would authorize <br />C@W$a!~caion of Corps of Engineers proposed projects. including <br />Fountain Creek and Westerly Creek flood control projects in <br />Colorado. The bills would also deauthorize certain previously <br />Corps projects in Colorado and other states and would provide <br /> <br />-5- <br />
