<br />There have not been any reports of extraordinary drought impacts, such as inoperable municipal water <br />systems, as of yet. However, agricultural producers in areas such as northern Weld County are <br />reporting continued extremely dry conditions and dropping well and springs levels. <br /> <br />We will continue to monitor drought conditions. The next Water Availability Task Force meeting is <br />scheduled for July 27. <br /> <br />Colorado Foundation for Water Education: The Fiscal Year 2004-2005 funding contract for <br />$150,000, between the CWCB and the Colorado Foundation for Water Education (CFWE) has been <br />signed. You accepted the scope of work for the contract at the May meeting and the CFWE approved <br />the scope at its June meeting. <br /> <br />The CFWE will be holding its next meeting in Durango on Oct. 2. <br /> <br />Major accomplishments in Fiscal Year 2003-2004 included the production and distribution of "The <br />Citizens Guide to Colorado Water Law", and 'The Citizens Guide to Colorado Water Quality <br />Protection", and four editions of Headwaters Magazine. In addition, the CFWE sponsored a water tour <br />of the Upper Colorado River Basin. <br /> <br />The tour was a success. Kudos to Karla Brown, Young Hee Kim, and Carrie Patrick for putting on a <br />great bus tour/conference, despite the breakdown of one of the buses! Eric Wilkinson, Board member, <br />and Ted Kowalski, of the Board Staff, contributed to the success of the tour with their presentations. <br /> <br />Young Hee Kim, program specialist for the Colorado Foundation for Water Education, has returned to <br />Hawaii. She will be missed. <br /> <br />Finally, several Board members are up for re-appointment or replacement in September. They are: <br /> <br />Adult Education - Reagan Waskom Environment - David Nickum <br />Colorado Water Congress - John Porter Industry - Matt Cook <br />Colorado Water Conservation Board - Brad Water Education - Lynn Herkenhoff <br />Lundahl Water Supply - Lori Ozzello <br /> <br />If you have an interest in serving, know someone who wants to serve or in seeing these members <br />reappointed, please let me know. <br /> <br />Drought and Water Supply Assessment Project Update; Basin Fact Sheets: Even though the <br />Drought and Water Supply Assessment project and the final report have been completed, we continued <br />to refine the results of the survey in order to make the information more accessible to water users, <br />policy makers, and the general public. <br /> <br />We have compiled much of the data from the final report into a user-friendly basin-specific fact sheet. <br />The information in the draft fact sheets is especially useful for a quick overview of each basin and for <br />comparisons between basins. Copies of the draft fact sheets will be made available to each Board <br />member. <br /> <br />Implementation ofHB 1365 (Water Conservation): We are beginning to implement the provisions <br />ofHB 1365 (the CWCB's water conservation bill). The bill, signed by the Governor in June 2004, has <br />a general effective date of July 1, 2004. However, there are two important dates of which to be aware. <br />First, the specific provisions, which require more comprehensive information to be included in a <br />covered entities water conservation plan, were given a two-year phase-in period and will become <br />effective on July 1, 2006. Second, the legislation requires the CWCB to create guidelines to define <br />how plans are to be submitted to the CWCB and how the grant monies will be prioritized for water <br /> <br />7 <br />
