<br />Platte River Basin <br /> <br />Annual Operating Plan, Niobrara, Lower Platte and Kansas River Basin: The annual report <br />summarizing operations during 2003 and outlining operating plans for 2004 was received on May 14. <br />The document is available for viewing on Reclamation's Great Plains Region web site. <br /> <br />This report discusses operations in the Republican River Basin of Colorado and in particular the <br />operations of the Annel Unit (Bonny Reservoir) and the Upper Republican Division in Colorado. The <br />rest of the report discusses various project operations in Nebraska and Kansas. Major issues in the <br />basin include the continuing drought conditions, well drilling and the Republican River litigation. <br /> <br />Platte River Recovery Implementation Program Draft EIS: Reclamation has extended the public <br />review and comment period for the DEIS to August 20. <br /> <br />Centennial Satellite Re-use System Project: In March, you approved providing the Centennial Water <br />and Sanitation District with $50,000 from the Multipurpose Demonstration Grant Fund to initiate a <br />$400,000 satellite water re-use pilot project. <br /> <br />The project contemplates desiguing, housing, and testing a satellite re-nse system that is designed to <br />provide irrigation-quality water to key locations (i.e. green spaces). <br /> <br />To date, Centennial has chosen the location (The Links golf course in Highlands Ranch) and is <br />negotiating a contract with the equipment vendor. Additionally, Centennial has been working with the <br />Colorado Department of Public Health and Environment to take care of the health related issues. An <br />article from the American W ater Works Association (A WW A) concerning this type of project has been <br />attached. <br /> <br />Longmont llJCD settlement nearly finsli7ed.: ~.l\U of the parties have signed stipulations approving <br />the entry of a decree except the Northern Colorado Water Conservation District who is finalizing the <br />terms of their stipulation. <br /> <br />Chatfield Water Users Subcommittee Meetings: A meeting with water users interested in obtaining <br />storage space in Chatfield Reservoir was held in Lakewood on June 30. Rick McLoud of Centennial <br />Water and Sanitation District was chosen to chair a series of meeting designed to reach a consensus <br />among users about how to divide up approximately 20,600 acre-feet of potentially available storage <br />space, so that an EIS could be completed expeditiously, using the proposal as a component of a <br />"Preferred Alternative" and the basis of a reservoir operational plan. EIS scoping meetings conducted <br />on behalf of the Corps by the main study contractor Tetra Tech cannot proceed without an operational <br />plan at the reservoir. <br /> <br />McLoud began by giving new-comers to the Chatfield process an overview of the project and the <br />mission of the this "subcommittee." <br /> <br />A total of twenty-eight water users representatives attended the meeting. In an effort to get the word <br />out and make it as fair a process as possible the CWCB staff reached out to water providers. The <br />CWCB sent a press release out, posted the announcement on the website and sent out emails to the <br />project list. However the single most effective means was to alert the Division I water clerk Dee <br />Buettner. Ms. Buettner, in turn, sent an email ont to all of the South Platte water lawyers. <br /> <br />New interested entities that attended the Water Users Subcommittee kick off meeting were: Littleton, <br />Arapahoe County, Douglas County, Parker Water and Sanitation District, Ken Caryl West Ranch <br />Water District, Roxborough Park Metro District, Aurora, Thornton, Castle Pines District. <br /> <br />19 <br />
