The Uravan Water Trust was created by a Consent Decree in Colorado Federal District Court, which
was entered on February 23, 1987. The Decree provides that the Trust will hold the water rights for a
variety of pwposes, including providing water for the remedial action plan (RAP) that is underway at
the former mill site at Uravan, CO. Upon completion of the RAP activities, the Trust must transfer the
trust water rights to the Colorado Water Conservation Board.

CWCB Assists Gunnison County With Floodplain Mapping: We have been helping Gunnison
County with its countywide floodplain mapping efforts over the past two years. We have provided
financial and technical assistance in an effort to map the highest priority stream reaches in the county.
Gunnison County and the U.S. ...A...rm.y Corps of Engineers (Sacra..~ento District) are cooperatively
funding the study effort.

We and the county have also jointly funded the preparation of detailed topographic mapping for all
streams and the Corps is funding the preparation of flood hydrology for streams on the "Gunnison side
of the county", the Corps of Engineers and the CWCB are jointly funding the preparation of hydraulic
information for streams on the "Gunnison side of the county" and the CWCB funded the preparation of
hydrology and hydraulics for the Crystal River on the "Marble side of the county".

The study effort is focusing on the stream reaches identified by the Gunnison County Commissioners
as high priority. These reaches include the Crystal River in and around the Town of Marble, the Slate
River/East River/Gunnison River corridor from the southern end of the Town of Crested Butte to the
northern end of the City of Gunnison, and Ohio Creek north of Gunnison. The Crystal River is the
only stream reach for which a preliminary Floodplain Information Report is ready at this time. For all
of the other stream reaches in Gunnison County, topographic mapping has been completed and bridge
surveys will be conducted during the summer and fall of2004. The flood hydrology for those other
strea...llS is being studied by the Corps of Engineers, so hydraulic analyses will begin once the Corps
and other stakeholders are satisfied with the hydrology. Given the recent pace ofland development in
the Crested Butte - Gunnison corridor, the preparation of this floodplain information is timely.

The photographs below show the Crystal River in the vicinity of Marble for which preliminary
floodplain information has been completed.

18
