The photos below show a
flood-threatened home and a damaged roadway directly impacted by precipitation that fell over the
Hayman bum area.

CWCB Floodplain Mapping Coordinator Position: On June 16 the Federal Emergency
Management Agency (FEMA) provided us with a grant application so we can request substantial new
funding related to Floodplain Map Modernization in Colorado. The grant opportunity falls within the
new FEMA function known as Map Modernization Management Support (MMMS).

'T'h~C' R'I"'On't urill C!1I1.....~..... "h.,.. The CWCB is currently completing the
necessary grant application fonns and is finalizing a position description for a contracted individual to
assist us with MMMS functions and help us meet floodplain mapping goals. It is our understanding
that this grant is being offered with 100 percent assistance requiring no state cost share. CWCB staff
will be working through proper chaunels to advertise and select for the proposed position once the
FEMA grant has been awarded.

Floodplain Designation Update: We have contracted with Love & Associates of Louisville to assist
in the technical review and updating of six existing floodplain studies that need to be designated and
approved. The locations of the six studies are: Hinsdale County, Black Hawk, Orchard City,
Saguache, Manassa, and Meeker.

We have already contacted local officials from each of those communities and will be conducting
meetings and site visits as necessary. Proposed designations are scheduled to be presented to the
Board for consideration in September.

Updated Covered Entities List: On June 4 we sent the Water Resources and Power Development
Authority an updated list of entities with state approved water conservation plans. A copy of the list is
attached.

Arkansas River BasIn

Kansas v Colorado, Litigation Account: Weare funding a number of activities related to the ongoing
litigation with Kansas over the Arkansas River Compact. Since your March 2004 decision to grant the
Attorney General's request the bulk of those funds, $750,000 will come from the Litigation Account of
the Construction Fund. In addition to the litigation account, we are using severance tax and

11
