<br />Stream and Lake Protection Section Strategic Plan: Bouvette Consulting is assisting in the <br />development of a strategic plan for the Stream and Lake Protection Program. Preliminary scoping has <br />been completed, including interviews with staff and key program partners. This information has been <br />summarized and provided to staff for review. Staff expects to present this information, along with <br />recommended actions, at the November meeting. <br /> <br />Western State Instream Flow Program Comparison Study: We have hired Sasha Charney to <br />conduct a comparison of western state instream flow programs. Preliminary findings will be presented to the CWCB at the <br />September meeting. <br /> <br />Recent Colorado Flood Events: Sunday June 27 proved to be an active weather day along the Front <br />Range with flood-producing rainstorms in several communities. <br /> <br />The most intense flood damage occurred within the City of Golden where one home sustained a total <br />loss and several others were severely to moderately inundated. At least three inches of rain fell over the <br />Arapahoe Gulch watershed over a relatively short duration causing surface runoff that exceeded the <br />capacity of the storm drainage system in the vicinity of 6th Street and Washington Avenue. <br /> <br />In addition to flooding in Golden, substantial flood problems happened in Jefferson County within a <br />relatively upscale neighborhood when floodwaters swelled within the Massey Draw watershed. <br />Additional flooding occurred in Colorado Springs and Jamestown. <br /> <br />A full documentation report is being assembled by the CWCB and its contractor, Icon Engineering, <br />and ",,'ill be ma:ie available for public review upon completion via the CWCB's web site. The photos <br />below (high water marks are quite noticeable) depict flood damage to residential structures in the <br />Golden area. <br /> <br /> <br />( <br />'I <br />t... <br />jl <br /> <br /> <br />. <br />-j <br />I <br /> <br />Post-wDdnre Floodplain Mapping Update: Efforts to provide flood and debris-flow hazard mapping <br />within and adjacent to wildfire bum areas continue as a result oflocal, state, and federal partnerships. <br />The CWCB has contracted with Anderson Consulting Engineers to complete the last phase ofpost-frre <br />floodplain mapping along several miles of the South Platte River in the vicinity of Deckers (Douglas <br />County). Additional mapping on four tributaries to the South Platte are underway thanks to efforts by <br />Douglas County through their contractor, Moser & Associates. <br /> <br />Also, the USGS has released its preliminary report entitled "Analysis of post-fire hydrologic hazards <br />for the 2002 Hayman, Coal Seam, and Missionary Ridge Wildfires, Colorado" and has asked the <br /> <br />10 <br />
