That in the opinion ofthi8 Boai'd it does not appear at thll <br />time' from Wyoming's request that a oontroversy llIIlOng the four Upper <br />Basin States of the Colorado River Basin, as oontemplated by Article VI' <br />of the Colorado River Compaot, now exists; and that. aooordingly, the <br />request of Governor Hunt made pursuant to Artiole VI of' the Compact to <br />appoint oompaot' conunissioners ,with powel'" to oonsider and divide the <br />7.500,000 acre-feet of water apportioned by Ar'ticle III (a) of the <br />Colorado River eompaot for benefieial oonsumptive use annually in the <br />Upper Basin is 'inappropriately made at this time and do.... not obligate <br />the other three states of the Upper Basin of the Colorado River to ap- <br />point compaot commissioners. . ' <br /> <br />2. Attention is oalled to a reeolution unanimoudy adopted at <br />a conference of representatives of the states of Colorado, New r1exico, <br />Utah and Wyoming and the Bureau of Reolamation, called by the Seoretary <br />'of the Interior at Denver, Colorado on June-29 lind'30, 1934, wherein it; <br />is stated: <br /> <br />"We favor the negotiation of an Intei'state Compaot <br />,among the four upper statee of the Colorado River Basin at the <br />earliest possible date. In";he m.e~tlm. it is our beli..f that <br />each state should go ahead with its development witho~t ob- <br />jeotion by other states, ascori'tem:p.lated by theCo~otado River <br />Compact, utilessthe'development. ~'addition to alroady exist- <br />ing water uses., would, in the opinion of Buoh other states or <br />any of them, be oonsidered aI approaohing too nearly the equi- <br />table share of Water that under oompact migRt eventually be <br />apportioned to suoh state out of the waters involved.- <br /> <br />It appears that. the aoti on taken, and supported by all the Upper <br />Basin states of the Colorado River in 1934~ as 'above stated, was ap- <br />propriate and applies to '\he oonditione as they nOlf exist in the Colorad <br />
