Potential projects listed in the Report are estimated at ,,02~,OOO <br />acre feet of annual depletion in the Upper Basin, and at 2,330,300 acre <br />feet in the Lower Basin. Thus the implication of the Report is that future <br />increased water utilization will oco~ largely in the Upper Basin. That <br />showing results: from oombining the existing depletions with future deple- <br />tions of projeots and lands for which "allowances" are made in the Report. <br />A more aoourate pioture would be presented if such future "allowanoes" <br />were oombined with similar future depletions of potential projeots. Instead, the list of potential Lower Basin projeo,ts <br />must be treated as a list of development possibilities from whioh seleo- <br />_ tions must be made, or be considered as a list of alternat,ive possibili- <br />ties in lieu of those ,future inoreased depletions, or SomB of them, for <br />whioh allowanoes are lMde in the Report.
