The following conunents and suggestions, relative to the Report <br />on the Colorado River Basin, consti tute a Statement by and in behalf of <br />the State of Colorado, and are made by the Colorado Water Conservation <br />Board as authorized by Chapter 265, Session Laws of 1937. Inamnuoh as <br />pages 11 to 15 of the Report, being the section entitled, "Summary and <br />Reoommendations," are blank in the copies ~8ubmitted to Colorado, but are <br />to be filled in by the Bureau of Reo lalll8.ti on, in the revised final draft <br />transmitted to Congress, this Statement shall be oonsidered preliminary <br />and inoomplete, and subject to suoh e.mehdment as Colorado may delllll Deces- <br />ee.ry or advisable if and when the recommendations of the Report are made <br />known to the State. The intention of the Statement is to improve the <br />value of the Report to Contress and to the States of the Colorado River <br />Basin. <br /> <br />5. The Report contains e. list of potential projeots for irrigation, <br />hydro-electrio power. end other purposes. whioh might be conetructed in <br />the Colorado River Basin and the States thereof, the aggregate depletion. <br />of which, together with allowances for present depletions, are said to <br />exceed the available water supplies. With respect to said list of poten- <br />tial project~ the Bureau of Reclamation says. "Here are possible pro- <br />jects - here are opportunities for the fUt~re. :l'he people must decide <br />what shall be done." However, the Bureau points out that while the po- <br />tential projects outline the improvement opportunities end develOplIlent <br />possibilities of the future. the Report does not present a final plan. <br />for the reaSon that "many intrastate. interstate and international prob- <br />lems must be solved before a final pattern of developlIlent oan be evolved." <br />More specifically, with respect to decisions to be made and problems to <br />. be solved by the oitizens, State. and Nations, the Bureau says that in <br />eaoh State seleotions must be made from the list of potential projects; <br />that interstate relations must be defined in the Upper Basin and olari- <br />fied in the Lower Basin; and that the limits of ultimate development in <br />the United States will be detennined in part by a~ allooation of water <br />to Mexico by treaty between too two Nations. <br /> <br />6. The potential projeot. described and summarized in the Report <br />are listed without regard for the;Order in whioh they are or will be <br />needed and are likely to be oonstruoted, and without segregation acoord- <br />ing to relative feasibility. With respeot to "investigations and publio <br />~eports of the feasibility of projeots," as authorized by the Boulder <br />Canyon Project Aot. the Bureau of Reclamation says that., although re- <br />ports on same individual projeots have been published, additional de- <br />tailed investigations will bemeeded to determine the relative merit. <br />of (listed and alternative) projects..and must be made before many of <br />the potential projects listed in the Report can be authorized and con- <br />struction undertaken. <br /> <br />7. While the Repcrt contain. estimates of projeot and total con- <br />struction oosts it fails to IT esent informati on conoerning the basin- <br /> <br />, <br /> <br />
