<br />States Department of Interior, date~ ~ov~ber ,1944, entitled, "A Compre-
<br />hensive Report on the Control, Improvement and;Util~zation of the Water
<br />.' Resouroes of the Colorado Riv",r Basin in Arizona," California, Colorado,
<br />Nevada, New Mexico, Utah and Wyoming," has been submitted in te.ntative
<br />and inoomplete form to said States for their oomments and suggestions.
<br />In ih revised final form the report is to be. transmi tted to Congress
<br />for adoption and publioation.,

<br />2. The Report on the Colorado River.Basin is said to have been pre-
<br />pared in compliance with Seo. 15, .45 Stat, 1057, the Boulder Canyon Pro-
<br />ject Act !'dopted December. 21, 1928, whiCh !'uthorfzed end directed the
<br />Bureau of Reolamation "t.o make investigations and public repo",!! of the
<br />. feasibility of projects for irrigation, tenerationpf electrio power,
<br />and other purposes in the States of. Arizona, Nevada, Colorado, New Mexico,
<br />.Utah and Wyoming f'or the purpose of' making, such inf'ormation available to
<br />said. States !,nd to Congress, and .of formulating a comprehensive soheme of
<br />control and improvement and utilization of the water of the Colorado
<br />River and its tributaries;" and Sec. 2,.54 Stat.. 774" the Boulder Canyon
<br />Project Adjustment Act adopted July 8, 1940, ..hiob- authorized the "eon-
<br />. tinuation and extension of studies and inves'tigatione..by' the B'urel>,uof
<br />Reclamation for th", formulation of. oomprehensive.plan for the utilisa-
<br />tionof waters of the Colorado River system fo.r irrigation, eclectrioal
<br />po""r, and other purposes, in the States of the Upper Divieion and the
<br />States of the Lower Division, including studiea of quantity and' quality
<br />af water and all other relevant factors."
