Conservation Board during the early part o'<t' 'January. 1945. and We
desire to reiterate 'suoh oontention here that no one so f'ar as we have
been able to asoertain has yet oome forth with any plan. ~ioh. if'
consummated. would arford any kind of' proteotion or preservation of the
rsoreational attraotions in the Upper Gunnison Baein. if' a large trans-
mountain diversion projeot be oonstruoted in this Basin. And in this
conneotion we str'ongly contend that the people who reoognize the waterll
in the: Gunnison River Basin all outstanding f'or etreatl fiBhing and the
many people who have invested their money in resort. along thiB famous
river have the rirst and the last right to determine whether the
Gunnison river and its tributaries shall r<<r1ain 1'or stream fishing or
for lake and reservoir fishing.

We respeatfully submit that no Bureau or my other agellOy'has
the right to 'foroe upon these sportsmen a ohange in the kind of fishing
whiohthey have enjoyed in the past. and unless 'oonvinoing proof ,is
submitted to the oontrary "P'IlI strongly oontend that the stlltement of
the ColoradO Water Conservation Board as above quoted is 'erroneous and
wholly unjustified by the faots all they aotually exist.

In oonolusion we ros~otf'u.lly urge that the statement be amended
in suoh manner so that the present and future irrigation -rights and
recreational resouroes will be preserved and proteoted in the Upper
Gunnison River Basin.

The meeting reoonvened and was oalled to order byViee-Chairman Chris
Wallrioh at 1;30 p.m.

The oonsideration of the statement of ColoradO respeoting 'l;he tentativ
report of the Bureau of Reolamation on the plan of oomprehensive development 0"
the Colorado River Basin oontinued until 5;00 p.m., when the oreafully read,
reviewed and revised Colorado statement was OOllIpleted. The revisions made
by the Board were carefully inserted in the tentative Iltatement made in order';
that such statement might be reproduoed as revised for submission to the
Bureau or Reolamation.

Thereupon. Mr. Dille'moved the adoption of' the following
