<br />The atlas summarizes information from many individual ground water research projects and <br />publications by scientists from federal and state governthent, and private industry. The CGS used water <br />well permit data from the Colorado Division of Water R;esources to produce maps and graphs showing <br />the location, depth, and yield of water supply wells in specific ground water areas. Water resource <br />investigations from the U.S. Geological Survey were particularly helpful in identifying ground water <br />resources throughout the state. <br /> <br />Funding for this atlas came from the Department of Natural Resources Severance Tax Operational <br />Account through the Colorado Water Conservation Board. Colorado severance taxes are derived from <br />the production of oil, gas, coal, and metallic minerals. These funds are important in providing <br />information for the identification, cataloging, and wise \lse of Colorado's natural resources. <br /> <br />Copies of the publication, Ground Water Atlas ojeolof-ado (Special Publication 53), by RalfTopper <br />and others, are available over-the-counter for $40 at the Colorado Geological Survey. Fees are added <br />for shipping and handling. VISA and MasterCard are accepted. See the CGS Web Site < <br />http://geosurvey.state.co.us/> for further information apd a list of other CGS publications. <br /> <br />Instream Flow Rules Published in CCR: In March, the CWCB adopted new rules concerning the <br />Instrearo Flow and Natural Lake Level Program. The purpose of the rule changes was to incorporate <br />the provisions ofSB 02-156. The new rules will be published in the May 10 issue of the CCR and are <br />scheduled to become effective on June 2. <br /> <br />Water Acquisition Program Inquiries: Colorado's drought and recent legislative activities have <br />focused attention on the state's Water Acquisition Program. The Program allows water right owners to <br />donate, lease or sell water, water rights or interests in water to the CWCB to preserve or improve the <br />water dependent natural environment. Inquiries have doubled from the nnmbers experienced in <br />previous years. Since July 2002, staff has investigated' over 20 potential water right offers on streams <br />throughout the state and the Board has accepted one w~ter right donation to improve the natural <br />environment (Carbon Lake). ' <br /> <br />GOCO Rulemaking: On April 4 the GOCO Board co~ducted a rule-making hearing to codify <br />procedures to "facilitate the investolent expenditures GOCO is directed to make through the Colorado <br />Division of Wildlife and Colorado State Parks; competitive grant expenditures to identify, acquire and <br />manage unique open space and natural areas; and competitive matching grant expenditures to local <br />governments and other qualified entities." The Color~do Water Conservation Board provided written <br />comments regarding water acquisitions. The GOCO Bpard formed a sub-committee to solicit <br />additional comments from Board members and to tak~ additional comments from the public. More <br />information about GOCO's rulemaking, including corjunent letters, is available on the GOCO website <br />at httn://www.l!oco.orl!/rules/ruIes.html <br /> <br />2003 ISF Tabulation Available: The 2003 Tabulation of Instream Flow and Natural Lake Level water <br />rights is now available on-line at httl>://cwcb.state.co~us/isflDownloads/Index.htm The Tabulation lists <br />all the water rights appropriated or acquired by the CWCB through December 2002, and includes the <br />following information: Case Nunlber, StrearnlLake Name, County, Stream Reach, Decreed Amount and <br />Appropriation Date. Users may download the stream ~abulation and the lake tabulation separately, and <br />may select downloads by individual water division.
