207

Mr. Hinkley: I might explain. I am advised there are no pro-
visions of law for making a filing in State Engineer's office. They
could do it if they want to. Such action has no legal significance.

I

Mr. Moses: In the San Luis Valley, lIDO wells have been
drilled since the end of tho war. People are getting uneasy. My
advice to them is the Water Board and its attorney are working on it.
I would like to see this activity brought to a head as soon as
possible. It would help these people.

Mr. Breitenstein: The Board might reassert itself in the pro-
gram started by Stone and urge completion of studies. A committee
could then preInre a bill. It might have better chance of approval
of lawyers if the Board is behind it. The subject of ground water is
a hot one.

Mr. Pughe: We thought the first 8 sections were all right.
Then we were going to complete it but never did.

Mr. Saunders: That was as far as we got at that time. The
U .S.G.S. was going to give us more information later.

Mr. Moses made the following motion: The Colorado Water Con-
servation Board reaffirm its interest in the Ground Water problem and
express its desire to cooperate .vith Colorado A&!J College and State
Agriculture Planning Committee and recommend those two groups that
the committee heretofore guided under chairmanship of Judge Stone
and sub-committee be reactivated, the Chairman being from Colorado
A&M or the Agricultural Planning Committee. The drafting of legis-
lation is a concern of committee and it will operate in connection
with the Colorado Bar Association.

The motion waR seconded by Mr. Roberts and carried.

The Board adjourned at 3:l~ P.M.

,

~1
',~() ~
Vice irman ~

I

~cr~.+-^-
Secretary.

Asst.
