203

I

Director is an emergency appointment. I personally feel' that the
Assistant Director should be a lawyer. The Board has no understudy
for me. If I should leave there would be a gap. At present, I do
not promise that I will renew my contract next January and I do
feel you should give consideration to a lavryer. A clause in IDlf
contract gr~nting first claim on IDlf services is one that I cannot
go along wi th anymore.

Mr. Hunter: Is it your idea that the Assistant Director
would act as attorney if you decline reappointment?

Mr. Breitenstein: I did not say I would decline. Because of
changes in IDlf personal situation within the last two months, I could
not give the Board first call on IDlf time. It seems to be 'good
business to have a lawyer as Assistant Director.

Mr. Bailey: I think our problem is trying to get s6me young
fellow to take Dean Crawford's place in about 10 years. It is to
take some burden off the Director with view of taking the place of
the Director, I think we should request Civil Service to furnish
us with an Assistant Director.

Mr. Breitenstein: The request was made, I believe. .

Mr.. Moses: Deadline for applications has passed for
Assistant Director.

Mr. Bailey: I talked with Welsh, he says they will help, they
are trying. I don't believe any action is needed here toaay.

12., Director's appearance before Senate sub-committee.

Mr. Bailey: Item 10, Trip to Washington to appear before
Senate sub-committee.

Mr. Crawford: For your information, Senator Millikin asked
me to make an appearance before the Senate sub-committee on
Interior Appropriations to follow up on the three recommendations
made to them about the budget of the Bureau of Reclamation.

13. National Water Conservation Conference.

I

Mr. Bailey: Item II, Mr. Christy's letter. Re: National
Water ~onference.

Mr. Christy explained the National Water Conservation meeting
in St. Louis.

Mr, Beaty: At our last meeting I thought we gave our pr.esent
Director authority to take over that position. Evidently I was .
mistaken.

Mr, Christy: I think we ought to give them an answer.
