.

Project Summaries

May 4, 1998

CWCB - Regional Planning Meetings and Support for Basin Water Needs Assessments

.

Weare preparing to use $45,000 appropriated for FY99 from the Operational Account to
develop readily digestible water supply information for all major basins of the state. These
information products will provide the basis for local planning efforts that include a broad cross
section of the interested people in each area. However, facilitating and providing technical
assistance to these local planning groups will require additional time, travel and publication
expenses that are beyond the abilities of the CWCB to sustain with its base budget.

The $220,000 estimate for FY 2000, when we would organize local planning groups and
facilitate their efforts, is based on the following assumptions:

I) there are 8 principal basins, but several will require more than one group,

2) each of 12 groups will need approximately 6 meetings to gather enough information
on current usage and projected need to evaluate future water needs (consumptive and
non-consumptive),

3) 2 senior water resource engineers will be needed full time during FY2000 (and FY01)
to attend and provide support for the group meetings and assist in the evaluation of
future needs and opportunities,

4) approximately 10,000 will be needed for meeting room rentals, publication and
mailing,

5) a local consultant will be needed to maintain communication among group members,
coordinate the group meetings and remind participants of the information and work
products promised (assume approximately $400/meeting), and

6) the 2 senior water resource engineers will get enough information and assistance from
the respective groups to prepare summary reports for each group by June 1999.

CWCB - Geographic Information Svstem (GIS) Technical Assistance

Several legislatively mandated programs of the CWCB involve business functions that have a
high potential for GIS technology. The CWCB potential usage (periodic or frequent) and level of
importance or "impact" (strong, moderate, and weak) for the 18 DNR target GIS application
categories identified in the 1992 DNR GIS study prepared by Plan Graphics are shown in the
. following table.

1
