20

which interested group~ within the states have to make with
respeot to the oempect. At these meetings the commission
will slso explain to those who attend those open hearings
the manner in which the entire compact making is being ap-
proaohed on the Colorado River. The series of open com-
mission hearings will together constitute the third meeting
of the commission. These meetings have been soheduled to
convene at the times and places as follows:

"Ootober 28,
.' Breitenstein, Attorney for the
Colorado Water Conservation Board, to aocompany me when these
open hearing~ are held.

"May I report that thus far the meetings of the
commission have been reasonably harmonious and that I believe
we are organized to acoomplish the work which must be done
if the right kind of a compaot is finally oonsummated. Al-
though some from the other compaoting states have hoped that
we may oonsummate a compaot for action of the legislatures
which convene in 1947,' it is my judgment that there is little,
or no, hope that suoh will be the case. Judging from my
experienoe in suoh matters, it is my belief that it will be
many months after the first of January before this work will
be consummated.

Respeotfully yours,

(Signed)

Clifford H. Stone
Colorado Commissioner"

The Director thereupon reported on general me.~ters.
