It also appears that before the Federal Works Administration will aot <br />upon the request of Grand Junotion for funds, it is neoessary for the <br />appropriate water agenoy of the State to oertify that the projeot fits into <br />and is a part of the State-wide water development program. <br /> <br />17 <br /> <br />Silmon .Smith, a member of the Board, explained that there had been <br />several meetings in Grand Junotion where water users of Plateau Valley had <br />been invited. The plans for the multiple use Collbran projeot had been <br />fully disoussed and he had never heard any oomplaint to suoh plan by the <br />water users in the Plateau Valley. He also stated that he believed the re- <br />vised plans provided a means of making a feasible projeot out of what other- <br />wise would not be a feasible one. <br /> <br />Thereupon it was moved by Mr. Smith and seoonded by <br />Mr. Dille that the Colorado Water Conservation BQard approve <br />the further study and investigation of the multiple use Collbran <br />projeot and that such project be oonsidered to be within and <br />a part of the water use oomprehensive plan of development of <br />the State of Colorado. <br /> <br />Upon vote taken .the motion was unanimously passed and <br />deolared adopted. <br /> <br />Mr. Breitenstein, Attorney for the Board, was oalled upon to make <br />a report respeoting the aotivities of the oommittee, heretofore appointed <br />py the Board to take the neoessary steps to oomply with the deoree.of the <br />Supreme Court of the United States in the North Platte Case (Nebraska T.. <br />Wyoming and Colorado. United States.. Intervenor). He exple. ined what had <br />been done by the oommittee and reoommended that the oommittee be oontinued <br />and prepare a report setting out a method to be followed by the. State in <br />order to oomply with the Supreme Court deoree. He stated that there should <br />be a statement by reservoirs. of the storage and a statement of the daily <br />reoord of transmountain diversions. All suoh material should be.made <br />available to the State Engineer's offioe. the Colorado Water Conservation <br />Board and at some appropriate offioe at Jaokson County. <br /> <br />Thereupon it was moved by Mr. Dille and seoonded by <br />Mr. Bannister that the oommittee heretofore appointed to <br />provide for oomplianoe by the State of Colorado with the United <br />State5 Supreme Court deoree in the North Platte oaSe be oontinued <br />and instruoted to oarry out its work in aooordanoe with the <br />reoommendations made by Mr. Breitenstein. <br /> <br />Upon vote being taken the motion was unanimously <br />oarried and deolared adopted. <br /> <br />Mr. Henry C. Vidal, Chairman of the Colorado Compaot Commission for <br />the Arkansas River. was oalled upon to make a report oonoerning the status <br />of oompaot negotiations on the Arkansas River between Colorado and Kansas. <br />He stated that he had transoripts of the meetings of all Compaot Commission <br />meetings and he would briefly summarize their oontents. He stated that a <br />meeting had been held in Denver on the 1st and 2nd of July 1946 at whioh <br />time the method' of prooedure had been changed. Charles L. Patterson had been <br />offioially made Seoretary of the joint Commission of the two states. <br />
