Walcher <br />Executive Director <br /> <br />Rod Kuharich <br />CWCB Director <br /> <br />Introduction , <br />The CWCB staff on behalf of the City of Greeley requested a non-reimbursable investment from the <br />Construction Fund to assist with a feasibility study for a floodplain project on the Cache La Poudre River. <br />The CWCB funds would be used as a match against federal dollars (50-50% cost share). The City with <br />assistance from the State will contract with the Corps of Engineers, Omaha District for a General <br />Investigation (GI) Study. The GI study will consider flood damage reduction, environmental restoration, <br />recreation, water quality improvements, wise use of floodplain lands, and other associated environment <br />enhancements along the Cache La Poudre River Watershed. <br /> <br />Discussion <br />At the March 27, 2001 Board meeting, the City made a formal presentation to the Board regarding the <br />needs and benefits of the Cache La Poudre River Floodway Project. In the presentation, the City <br />respectfully asked fot the CWCB support for funding for planning, design, and construction .of floodway <br />improvements along the River in Greeley. Because of the complexity and cost of the proposed project, <br />federal assistance from the Corps of Engineers is necessary to bring the project to fruition. The Corps finds <br />that a federal interest does exist for the project and has accepted the City and CWCB request for technical <br />and financial assistance. <br /> <br />Staff Request <br />Following a review of the City's request, the staff of the Flood Protection Section is requesting approval <br />by the Board for a non-reimbursable investment from the CWCB Construction Fund in the amount of <br />$150,000. The request is to provide matching dollars in order to take advantage of the federal funds <br />available from the Corps of Engineers. CWCB funds, if authorized by the Board and the General <br />Assembly, would be available for all phases of the technical and design needs for a proposed Greeley <br />floodplain proj ect. Matching funds will also be required from the City of Greeley and other local entities <br />to better allow the CWCB's funding to be leveraged against federal and local funding. <br /> <br />Staff Recommendation <br />Staffrecominends that the Board request the General assembly authorize $150,000 from the Construction <br />Fund to be appropriated to the Colorado Water Conservation Board for assisting the City of Greeley, <br />Colorado to formulate a floodplain project on the Cache La Poudre River. <br /> <br />Flood Protection.
