Such a classification <br />in our personnel is an absurdity and shows a complete lack <br />of comprehension of, the scope of work of the Board. The <br />author of the report also classified one engineer P-2 as a <br />cartographer. We ha~e no work for a professional cartographer. <br />This engineer works on maps incident to his engineering work, <br />spends considerable time in reading and interpreting aerial <br />photographs of the terrain of our proposed projects and makes <br />surveys in the field. <br /> <br />The proposed classification chart provides for an <br />assistant chief engineer in a grade and at a salary which <br />would make it impossible to find a suitable man for the place. <br /> <br />The position of Director was downgraded three grades <br />in the plan. <br /> <br />If the plan had been carried into effect, as out- <br />lined, the Board's technical staff would have received a <br />severe setback. The State Civil Service has proposed a sub- <br />stitute classification which at least permits us to operate <br />competitively with other organizations seeking the same pro- <br />fessional talent. <br /> <br />Water Leqislation <br /> <br />The following legislation covering water conser- <br />vancy districts, underground water, and changing points of <br />diversion,was passed and signed by the Governor.
