McCANDLESS: <br /> <br />"I second the motion." <br /> <br />The motion was unanimously passed upon vote. <br /> <br />Mr. Nelson brought up the subject of the resolution <br />by ~he Colorado River Water Conservancy District to form a new <br />reglon of the Bureau of Reclamation, as amended. (See Appen- <br />dix Fl. After reading the resolution, Mr. Nelson requested <br />,Mr. Duane Barnard to speak concerning this. <br /> <br />MR. DUANE BARNARD: "I request the Board to accept the re- <br />solution and make it an official policy <br />of the Board. I feel that the formation <br />of a new region of the Bureau of Reclama- <br />tion would facilitate and expedite the <br />Upper Colorado River storage plan and <br />participating projects." <br /> <br />Considerable discussion followed concerning this <br />resolution, its intent and the effect of any action the Board <br />might take. After this discussion, a recess was declared for <br />ten minutes in order to prepare a resolution. <br /> <br />After reconvening, the following resolution was pre- <br /> <br />sented: <br /> <br />WHEREAS the Colorado Water Conservation Board has been <br />presented with a resolution containing a proposal re- <br />garding the creation of a separate Region of the Bureau <br />of Reclamation to have responsibility in connection with <br />the Upper Colorado River Participating Projects; and <br /> <br />WHEREAS no expression is before the Board as to the <br />feeling of other interested agencies as to the necessity <br />feasibility or desirability of such proposed action, <br /> <br />I <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Colorado Water <br />
