MR. BARNARD:

"I mo~e that the funds received from
the Southwestern Conservancy District be
returned with appropriate remarks of ap-
preciation and state the reasons why the
Board considered it unwise to accept this
contribution. and that the District and
the Colorado Water Conservation:Board
enter into negotiations with the Bureau,
either separately or jointly to expedite
the project investigation."

"I second the motion."

The motion was unanimously passed upon vote.

Mr. Nelson brought up the subject of the resolution
by ~he Colorado River Water Conservancy District to form a new
reglon of the Bureau of Reclamation, as amended. (See Appen-
dix Fl. After reading the resolution, Mr. Nelson requested
,Mr. Duane Barnard to speak concerning this.

MR. DUANE BARNARD: "I request the Board to accept the re-
solution and make it an official policy
of the Board. I feel that the formation
of a new region of the Bureau of Reclama-
tion would facilitate and expedite the
Upper Colorado River storage plan and
participating projects."

Considerable discussion followed concerning this
resolution, its intent and the effect of any action the Board
might take. After this discussion, a recess was declared for
ten minutes in order to prepare a resolution.

After reconvening, the following resolution was pre-

sented:

WHEREAS the Colorado Water Conservation Board has been
presented with a resolution containing a proposal re-
garding the creation of a separate Region of the Bureau
of Reclamation to have responsibility in connection with
the Upper Colorado River Participating Projects; and

WHEREAS no expression is before the Board as to the
feeling of other interested agencies as to the necessity
feasibility or desirability of such proposed action,
