The Foothills Reservoir (Reservoir) is located west of Longmont, Colorado, and is <br />currently restricted by the State Engineer's Office to 3,080 ac-ft. This is about 70% of the 4,320 ac-ft <br />capacity of the Reservoir. The Reservoir is owned and operated by the Company for irrigation uses. <br />The Project will include excavating a core trench into the center of the dam to cut off seepage and <br />add stability. The Project is expected to cost $600,000 and is currently under construction utilizing <br />bridge financing. See attached Project Data Sheet for a location map and a project summary. <br /> <br />Backaround <br /> <br />Foothills Reservoir Dam is a Class I, Intermediate Dam. The Dam was rehabilitated in 2001 with the <br />assistance of a CWCB Loan (Contract #C150015). The 2001 project included the construction of a <br />new spillway, drainage system on the dam face and a toe drain. In 2003, the reservoir was filled <br />above gage height 39 feet for the first time since the 1970's and excessive seepage was noted in <br />the drain system. The reservoir has since been limited to gage height 39 feet. In January 2004, the <br />Company investigated the dam to determine the cause of excess seepage. It was determined that <br />the cause was a layer of poorly compacted shale. The Company decided to repair the dam by <br />installing a clay core trench in the upper portion of the dam to cut off seepage. Additional storage <br />restrictions may be necessary if the dam continues to deteriorate due to internal seepage. <br /> <br />The Company leases the reservoir during the summer months to a fishing club, but the club will not <br />be adversely impacted by the construction.
