(5) The lapse of time, coupled with the whooping crane
issue, may also dictate that WPRS issue supplemental
environmental analyses before construction. can proceed.
The proponents of the Narrows project, the Lower South
Platte and Central Colorado Water Conservancy Districts, will
be pushing hard this spring for a write-in to the federal FY 82
budget to obtain construction funds. This will raise an issue
for the state vis-a-vis the Senator Hart South Platte study,
being handled by the Water Conservation Board, which study is
examining alternatives to the lower mainstem storage of water,
as exemplified by the Narrows. This study will not be completed
until early fall, 1981. To date, Monte Pascoe and Bill McDonald
have taken the position that the state continues, even in the
face of the study, to support the Narrows project and will do so
until such time as convincing evidence is brought forth which
indicates that the state should reconsider its position.

Water Conservation Board's Position
Throughout the 1970's, the Board consistently supported
all nine of the state's authorized projects although it did,
in 1973, after considerable debate and some controversy, set
priorities for the completion of planning and initiation of
construction, as follows:
