<br />Memorandum CWCB Members <br />March 11,1981 <br />Page two <br /> <br />first Phase included. <br /> <br />1. Construction of a treatment facility to remove <br />turbidity and chlorinate the water. <br /> <br />2. Modification of the springs and capture system on <br />Clear Creek, to provide water. <br /> <br />3. Providing earth coverage on about 2,000 feet of line <br />to avoid freezing. <br /> <br />The second Phase included: <br /> <br />1. Installation of a new 6-inch CIP distribution line to <br />assist in fire protection. <br /> <br />2. Installation of new meters throughout the town. <br /> <br />3. Increasing potable storage by moving the storage <br />tank .in the center of town to a higher elevation. <br /> <br />4. Increasing raw storage by building a small dam in the <br />Cedar Creek drainage basin. <br /> <br />The total project cost was estimated at $1,120,000. The financing, <br />as approved, was "as follows: <br /> <br />Federal Grants and Loans <br /> <br />$920,000 <br />$200,000 <br /> <br />State Funds <br /> <br />Total <br /> <br />$1,120,000 <br /> <br />After the project was authorized by the Legislature, <br />the entity, in their search for federal funds (grant and loan <br />money), agreed to a suggestion that instead of getting spr.ing <br />water from Raton Creek and treating the water, they get their <br />water from Trinidad. A second feasibility study addressing <br />this alternative was prepared in December, 1978. The cost of <br />this alternate was about $450,000+. <br /> <br />This alternative would be the same as that proposed <br />by the Board staff in 1975 and rejected by Starkville. It would <br />not change the Board participation in the project, but it would <br />reduce the amount of Federal grants and loans to become available <br />through Farmers' Home Administration or other funding agencies <br />towards the project. With the proposed alternative, and providing <br />that Trinidad agreed to furnish the treated water at a tapping <br />
