William McDonald <br />Director <br /> <br />March 11, 1981 <br /> <br />TO: <br /> <br />Members, Colorado Water Conservation Board <br /> <br />FROM: <br /> <br />Bill McDonald <br /> <br />SUBJECT: <br /> <br />Starkville Project <br /> <br />When the Trinidad project was presented to the <br />Board at the December 2 meeting, some members expressed concern <br />about the relationship between this project and the previously <br />authorized Starkville project. The purpose of this memo is to <br />review the Starkville project, respond to questions raised by <br />the Board, and request Board authorization for $36,000 funding. <br /> <br />During the summer of 1975, when the Greetville- <br />Carbondale project application was being reviewed, the mayor <br />of Starkville was approached by the staff since they were <br />aware of Starkville's problems. The staff explained the <br />Construction Fund program to him and.asked if the town of <br />Starkville would like to participate in a jOint project with <br />the town of Greetville-Carbondale. The joint project that the <br />Board staff wanted to explore with Starkville would have made <br />water available to both Greetville-Carbondale and Starkville <br />- from Trinidad. <br /> <br />The town of Starkville, after being contacted a <br />second time, at the staff's request, by Ben Mestas, President <br />of the Greetville-Carbondale water district and Jim Brogger, <br />their engineer, held a council meeting to consider the matter. <br />The response of the town was that "they have no intention of <br />getting involved with any other water system" (see the enclosed <br />letter from Mayor Hoagland to Nick Ioannides - Appendix "A). <br /> <br />Subsequent to that 1975 letter, the Board received, <br />in August 1976, an application for a water project from the new <br />Mayor of Starkville, John David. A feasibility study was then <br />undertaken, it being funded jointly by the town and the Board. <br />The Starkville project was presented to the Board in November, <br />1977. The Board approved the project and forwarded it to the <br />Legislature. The Legislature authorized the project in S.B. 69 <br />(1978 session). <br /> <br />The project, as recommended by the Board and <br />authorized by the Legislature, was to be in two phases.
