<br />, <br /> <br />March 29-30, 1999 Board Meeting <br />Agenda Item 21m <br />Page 2 of3 <br /> <br />'I <br />, <br /> <br />BOARD'S $1.25 MILLION COST SHARE CONTRACT <br /> <br />. <br /> <br />The Board was authorized by Senate Bill 97-008, Section I I (a) to make a <br />nonreimbursable grant in the amount of $1 ,250,000 from the Fish and Wildlife Resources <br />Account of the CWCB Construction Fund to the U.S. Fish and Wildlife Service. This <br />authorization was amended at the January 1998 Board meeting to allow the grant to be <br />made to "participants of the Colorado River Recovery Implementation Program." This <br />amendment was subsequently approved by the General Assembly (1998 Colo. Session <br />Laws, Ch. 175, Section 13). These funds provide the non-federal cost share of <br />approximately 15% to plan, design, do NEPA compliance, and construct, operate and <br />maintain improvements to the Grand Valley Project. The improvements consist of the <br />installation, operation and maintenance of "check structures," automated gates and <br />controls to operate the canal and check structures, a new bypass turnout, and a new pump <br />station for Highline Lake. These features will reduce diversion requirements during July, <br />August and September by approximately 28,400 AF and contribute to improved flow <br />conditions in the IS-Mile Reach. Subsequently, it has been decided that this contract <br />should be with the Grand Valley Water Users Association, the organization being both a <br />participant in the Recovery Program and responsible for the operation and maintenance <br />of the Grand Valley Project. <br /> <br />Staff has drafted a contract and provided that contract to Reclamation, the Service and <br />Grand Valley Water Users Association for review. The Service and Reclamation have <br />decided that they would like to use these funds for the long-tenn operation, maintenance <br />and replacement costs associated with the project improvements. The Grand Valley <br />Water Users Association will establish an interest bearing secured escrow account for the <br />grant funds. Staff and the AG's office are working with the Grand Valley Water User's <br />Association, Reclamation and the Service to finalize the Agreement. <br /> <br />. <br /> <br />HIGHLINE LAKE MOU <br /> <br />Reclamation, the Grand Valley Water Users Association, and the Colorado Division of <br />Parks and Outdoor Recreation are also working on MOU concerning the operation of <br />Highline Lake. This MOU involves making 320 AF of storage space available for <br />regulation of flows in the Grand Valley Project and provides certain assurances to Parks <br />that the modified Grand Valley Project operations will not adversely affect the use of <br />Highline Lake for recreational purposes or the water quality in the lake. This agreement <br />is also very near completion. <br /> <br />FISH NET FOR HIGHLINE LAKE OUTLET <br /> <br />In March 1999, the Colorado River Water Conservation District awarded a contract to <br />install a fish net on the outlet works of Highline Lake to Comet Construction. <br /> <br />. <br /> <br />2 <br />
