<br />would likely say it needs frequent trips to the grindstone and occasional <br />time with the hammer and anvil. <br /> <br />In this process of fulfilling Reclamation's destiny we come to know, <br />understand, and appreciate the particular contributions and dedication <br />of individuals. Their motivation is based on a profound affection for <br />an area, its resources, and people. It is expressed by a life-long deep <br />and active involvement in the total process. <br /> <br />It is characterized by expressiveness, firmness, and unselfishness. <br /> <br />My purpose is to acknowledge such an individual. During the years in the <br />late fifties and early sixties when it was necessary to organize and <br />contract with some 16 or 17 individual districts, he was always a <br />presence at the endless meetings to temper the conflicts, obtain a use- <br />ful conclusion, keep the public informed. Following the organizational <br />processes there were the continuing demands for working out a myriad of <br />details about plans, reports, funding, authorizations, water rights, <br />construction difficulties, rights-of-way, operations. He was always <br />involved. <br /> <br />We are now approaching a bicentennial. It eulogizes the midnight ride <br />of Paul Revere. Neither this man nor we can ever forget the scores of <br />midnight rides from late water meetings everywhere in Western Colorado <br />back to Grand Junction. <br /> <br />It is more than just this. For many years his firsthand detailed <br />knowledge of Reclamation's work and his understanding of the resources, <br />plans, and needs of the people on the ranches and in the communities <br />were carried by him to this board where state policy was being shaped. <br />Even more, through his profession and with the cooperation of his <br />employer, the public was given an accurate, perceptive, balanced and <br />continuing account of the progress on water and related resource develop- <br />ment in the basin. His articles and editorials for the Daily Sentinel <br />have been instrumental in advancing the development of Bureau of Recla- <br />mation projects in Colorado. He has served on the Colorado Water Con- <br />servation Board, the National Reclamation Association, the Policy and <br />Review Committee for the Fryingpan-Arkansas Project, and on the Governor's <br />Advisory Committee on Natural Resources. He is a member of the Colorado <br />River Water User's Association, and is a charter member of the Colorado <br />Water Congress. <br /> <br />But, it is not surprising that one who is a selfless and an outstanding <br />contributor in one field would do the same in so many. Such is the I <br />case. He has received high professional recognition for journalistic <br />achievement, has a lifetime of devoted community service to charity, <br />the schools, and church. <br /> <br />The Secretary of Interior has authorized the Commissioner of Reclamation <br />to recognize outstanding contributions by private citizens to Reclamation's <br />performance. The recognition is in the form of a "Citizen's Award." <br /> <br />When it comes to water he is outstanding at contributing statesmanlike <br /> <br />-2- <br /> <br />I <br />
