<br />who will discuss the environmental program which actually has been the <br />visible effort in the field for our project up to this point. <br /> <br />Our plans were developed under the terms of the lease within a few days <br />of the awarding of the lease, in what 'was called a '~reliminary develop- <br />ment plan." This was to be followed under the terms of the lease by a <br />detailed development plan within the next three years. I <br /> <br />In the original preliminary development plans for our two projects, we <br />had a suggested combined production of one hundred thousand barrels per <br />day of synthetic crude oil. This we estimated at that time would require <br />a total of 36,000 acre-feet per year of water for both plants and the <br />associated community which we believe will be required at some time in <br />the future. We have not chosen to change these numbers up to this point, <br />awaiting the outcome of our detailed development plan. <br /> <br />At this time, I would like to introduce Mr. Doney, who is our manager of <br />engineering. He will discuss our construction and engineering programs <br />and then, as I mentioned, he will be followed by Mr. Reese Madsen, who <br />will show a few pictures of the area. Some of you, I know, had the <br />opportunity to tour it this week. Then Mr. Madsen will discuss our <br />environmental program. Mr. Doney. <br /> <br />Mr. Doney: Thank you. Mr. Ramsey introduced me as manager of engineering. <br />He didn't tell you that I am the only engineer in the engineering depart- <br />ment. We are depending on contractors to do a lot of work. My creden- <br />tials in water and oil are this. I grew up in the dust bowl of eastern <br />Colorado, and I have been in oil ever since I left Colorado. <br /> <br />We have retained several contractors to help us in working out the details <br />of the White River Shale Project. We are not nearly as far advanced as <br />are the operators of the Colorado tract. Ya:. Berry, who just spoke, has <br />some numbers which we simply don't have yet. <br /> <br />Now we are in the midst of a broad scale feasibility study which we hope <br />will give us these numbers. I think our original request for water was <br />for about 36,000 acre-feet for the scale of operation Mr. Ramsey men- <br />tioned. We think that is ad~quate, but we don't simply know what the <br />numbers are yet. <br /> <br />The Bechtal Corporation of San Francisco is performing this study. We <br />have many, many alternatives ahead of us. Most of these alternatives <br />at the present time are technical. We have a choice of technology in <br />even mining the shale and retorting the shale and in processing and <br />handling the final product. We think that we will have certain decisions I <br />made yet this year which will affect the future course of our operation. <br />We also have the obligation to produce the detailed development plan and <br />we will produce that next year. <br /> <br />When we have this plan, we will go ahead with more details of the project. <br />We recognize the value of water. We see our only reasonable source of <br />water as the White River, but we just don't know enough about our project <br />yet. That is a broad picture of the engineering phase, and I will turn <br /> <br />-52- <br />
