Now for discussion on <br /> the resolution. <br /> <br />I <br /> <br />Mr. Vandemoer: Is this the fastest way to get something done? <br /> <br />Mr. Stapleton: It is my understanding that if this resolution is adopted, <br />Mr. Sparks will be in Washington on Tuesday, testifying before the Senate <br />and the House Committees, in favor of the project. It is my under.. <br />standing that the Governor on the basis of this resolution will strongly <br />support the Dallas Creek project. Tuesday is about as quick an action <br />as we can expect under the circumstances. <br /> <br />Hr. Sherman: It is my understanding that construction funds, if they <br />are appropriated by Congress, will not be available until late fall of <br />this year. In this interim period between now and late fall, the <br />Bureau will actively work to reformulate the definite work plan report. <br />Based on the options and the priorities that have been listed by <br />Mr. Brooks, the fastest way to do that would be the very option he <br />recommended as his highest priority. Ted, you might want to address <br />yourself to that. <br /> <br />Mr. Brooks: Yes, that is correct. <br /> <br />Mr. Sherman: That is the portion relating to reducing shortages under <br />the Uncompahgre project. <br /> <br />Mr. Brooks: Yes, supplemental water and reducing shortages. <br /> <br />Mr. Stapleton: Any further discussion on the motion? <br /> <br />From the Audience: Just a question -- what kind of legal position does <br />this put the Tri-County Conservancy District in with the Coal Company? <br /> <br />Mr. Stapleton: I am not a party to the option or the examination of it. <br />That is something that we leave to the attorneys. The thought is that <br />we should get the project construction under way. If there are some <br />legal Qbligations or problems, they are not going to be decided by us. <br />If they are called to our attention in any appropriate fashion, we will <br />consider them then. At t his point, other than the fact that they are <br />acknowledged, I don't think it is up to us to delve into them until they <br />are in concrete form, if that ever happens. <br /> <br />-39- <br />
