I neglected to introduce Roy Romer, who is <br />the director of the Department of Agriculture. Roy, would you stand up. <br /> <br />I would like to call on Ted Brooks of the Tri-County District to make <br />the opening remarks for the district. <br /> <br />Mr. Brooks: Mr. Chairman and board members" we did neglect to introduce <br />one of the main representatives from the Tri-County Water Conservancy <br />District, our chairman, Mr. Westesen. We will call on him later, but <br />I would like to ask Harold to stand at this time. <br /> <br />Larry has given you a brief sketch and history of the Dallas project. <br />It would be a waste of time to repeat this, other than to state the <br />posture we found ourselves in on March 19 of this year.
