<br />I <br /> <br />reduction would also result in a cost of teduction of about twenty <br />million dollars. This change in cost and benefit would have a very <br />minimal effect on the benefit ratio of the project. <br /> <br />Another alternative that could be considered is to utilize a portion of <br />the 24,000 acre-feet, or all of it, to reduce the irrigation shortages <br />within the service area of the existing Uncompahgre project. We do not <br />know the extent of these shortages at the present time, but we will work <br />with the Tri-County Water Conservancy District and the Uncompahgre Valley <br />Water Users Association to determine this. <br /> <br />I <br /> <br />The map on my left and your right, again, shows the service area of the <br />Uncompahgre project crosshatched, also, the location of the Ridgway <br />Reservoir, and also in a dotted line, the boundary of the Tri-County <br />Water Conservancy District, and also the city of Delta at the top of the <br />map. <br /> <br />If the full 24,000 acre-feet yield is not required for this purpose, <br />then considerations could be given to using it another way. There is <br />an area of new land west of the Uncompahgre project area, and it is <br />shown by this map here in red. From a cursory inspection, it appears <br />that a portion of these lands might qualify for project development. <br />This area could be served by gravity by construction of a siphon and a <br />four-mile lateral from the existing Montrose and Delta Canal. <br /> <br />A very rough'.estimate of the acreage involved would be 1,000 to 1,200 <br />acres. This would also require the reconstruction enlargement of the <br />initial fourteen miles ,of the M. and D. Canal. <br /> <br />The remaining yield available, if any, could be used as follows: First <br />could be a reduction of total storage, whatever amount we need to reduce <br />could be reduced in that manner; and, two, is an increase in the inactive <br />pool in the reservoir. The inactive pool is now fifteen thousand feet, <br />and this could be increased; and three, an increase in fishery mainten- <br />ance flows in the Uncompahgre River. " <br /> <br />Let me emphasize one thing. When we talk about 24,000 acre-feet of <br />yield, by various considerations and project operations or reservoir <br />operations, this yield may be twenty thousand or higher than the twenty- <br />five thousand range. We are using this figure as a talking point. What <br />is important is that the time element of these investigations for each <br />of these considerations is different. For instance, if we have to <br />classify land or do a feasibility design, this would require more time <br />than other changes. The development of each of these alternatives 'is <br />most important so that we can proceed with the project. I am sure there <br />are several other alternatives that are worth considering. Larry, that <br />finishes your part here. <br /> <br />Mr. Stapleton: First of all, Lee Ford, do you have people you would like <br />to introduce? <br /> <br />Mr. Ford: Yes, we have quite a contingency here of very interested <br />people in support of the Dallas Creek project.
