Mr. Stapleton: If you don't mind, let's see if we can get a second to
that motion so we can make remarks addressed to the motion.

Mr. Sta~leton: All righ~, the motion dies for lack of a second. Mr.
Burr, whether.it is in or out of order, I will be delighted to hear from
you now.

Mr. Burr: It was not my idea to criticize the board, after being nn it
for twenty years. It is the authority that the board has. I still
think it ~s unconstitutional t~e,way it was passed by the legislature,
and I Still stick to that. Mr. Sparks said that he thought it was
unconstitutional, ~~. Moses and 'also Mr. Glenn Saunders. I think, as
far as I am concerned, tWat I can't go along saying the Fish and'Wild-
life has been very wonder~ful , They grasp at everything they can get.
I would want to look at it pretty thoroughly myself, because it won1t
be too. long until they wlll. be on every stream and tributary in the
state of Cnlorado with these minimum flows. I am not satisfied with the
way it ist:'utming. I am in favor of minimum flo~s, I don't want people
to think that I am not, but if they come out with 8 1975 decree just like
we do, that would be fine and dandy, but they go in with a state water
board decr'ee, and the Attorney General's office fighting for. them, and
you couldn't ask for more. Some little fellow is just out of luck, and
he gets his decree taken away.

Mr. For~: To get this meeting moving, I would suggest that w4 take each
of these arid vote on them separately, and maybe we can get this thing
over with,

Mr. Stapleton: Well, in the hopes that we can move things along~even
faster than that, I will first entertain a motion that all the stream
flows in the agenda item No.2, be approved, if I can get a motion and
a second on that, fine, otherWise 1 will break it down as minutely as
,']e have to.
