I am not satisfied with the <br />way it ist:'utming. I am in favor of minimum flo~s, I don't want people <br />to think that I am not, but if they come out with 8 1975 decree just like <br />we do, that would be fine and dandy, but they go in with a state water <br />board decr'ee, and the Attorney General's office fighting for. them, and <br />you couldn't ask for more.
