Request for Approval on Loan for a New Project from the <br />Project Construction Loan Program <br /> <br />INTRODUCTION <br />The City of Ouray (City) is applying to the Board for $25,000 in funding to assist in financing the <br />costs of completing the Upper Skyrocket Creek Deflection Structure Rehabilitation Project <br />(Project). Please see the attached project summary. <br /> <br />BACKGROUND <br />Presentations by CWCB and City staff regarding this Project have not been made at any previous <br />CWCB meetings. The presentation at the November 1998 Board meeting will be the fIrst time that <br />Board members will hear about the loan request for this Project. The City's proposal is to upgrade <br />and improve an existing flood and debris flow deflection structure on Skyrocket Creek upstream of <br />highway 550. The source of the flood runoff and debris flow problems originates from the steep <br />mountainous terrain above Ouray. The existing structure was built in 1929 following 3 disastrous <br />floods. <br /> <br />The total cost of the entire Skyrocket Creek Deflection Structure Project is estimated to be <br />$133,450. The proposed project was formulated by the U.S. Army Corps of Engineers, Sacramento <br />District. The project has received authorization for federal funding in the amount of 65% of the <br />total project cost. In addition to the requested $25,000 CWCB construction fund loan, the City has <br />anticipated funding from the U.S. Army Corps of Engineers and a grant from the Colorado <br />Department of Local Affairs. Table I provides a breakdown by project component for the <br />approximate project cost of$133,450. <br />
