}> Department of Corrections
}> Department of Labor and Employment
}> Department of Revenue .
}> Department of Military Affairs
}> Department of Social Services
}> Capitol Complex Facilities
}> Department of Natural Resources
}> Department of Higher Education
LESSONS LEARNED

}> Lack of funding within state agency budgets for water use efficiency measures. Most agencies
lacking funds chose lowest cost measures to implement.

}> Availability of technical and planning assistance through OWC made a big difference in the
quality of planning efforts by those agencies that utilized our staff.

}> A diverse group of individuals were responsible for their agency's plans (sometimes unrelated to
water use).

}> Agencies that leased buildings were not required to submit a plan.

.

RESULTS

Most state agencies were willing to comply with the planning requirement, but concluded there
would be lack of funding to implement their plans. Two universities supplied plans that had funding
to implement the measures. The OWC coordinated and supervised an audit by Denver Water for
Capitol Complex buildings. This audit identified specific measures that could be implemented to
reduce water consumption with a reasonable pay back period. The State building at 1525 was
renovated using water efficient plumbing devices. The water saved from this project is provided in
the attached report by Denver Water (See Appendix B).

While many agencies met the planning requirements on their own, assistance was provided from
OWC for planning and project assistance. Many agencies have implemented measures such as:
solar powered irrigation; landscape plan for 1-25 corridor; irrigation efficiencies on university
campuses; xeriscape projects by Capitol Complex facilities on the east lawn of the Capitol and
xeriscaped patio attached to 1313 Sherman building.

The following pages highlight water use efficiency practices by Colorado state agencies.

SEE APPENDIX B FOR FURTHER DOCUMENTATION

e.

20
