This component of the rate would be set without regard to <br />the percentage apportionment of power revenues among the states <br />which is set forth in the 1956 CRSP Act. <br /> <br />3. Power customers would have the option of accelerated or <br /> <br /> <br />deferred repayment schedules sO long as repayment was made <br /> <br /> <br />within the time period permitted by the 1956 CRSP Act. <br /> <br />Sa1initv Control Component <br /> <br />1. This component of the rate would be set per the <br />requirements of the Colorado River Basin Salinity Control Act, <br />as amended. It would therefore vary over time as a function of <br />continuing federal investments in salinity control units, <br />including units authorized in the future. <br /> <br />Water Proiect Development Assistance Component <br /> <br />1. This component would commence at 6 mills per kwh applied to <br />total actual (bus bar) CRSP energy generation. This mill rate <br />would be indexed annually for the 40 year term of the agreement. <br />The states are willing to consider either a fixed annual index <br />or a floating index tied to an appropriate construction cost <br />indicator such as the Engineering News Record index. <br /> <br />-4- <br />
