Informal Working Meeting-- <br />CRSP Negotiations <br /> <br />Please find enclosed the proposal which has now been <br />prepared by the states. We will be meeting with CREDA on <br />February 16 for another round of negotiations. <br /> <br />Insofar as Colorado is concerned. I have. within the <br />parameters you established at the last Board meeting: <br /> <br />(1) Compromised with Utah on the flow of revenues to them <br />in the first 10 years, <br /> <br />(2) Provided for deauthori~ation of our unconstructed <br />participating projects subject to certain terms and <br />conditions. and <br /> <br />(3) Provided for Congressional approval of expenditures of <br />power revenues under a range of differing <br />circumstances. <br /> <br />West slope interests have requested that the West Divide. <br />San Miguel, and Fruitland Mesa vater conservancy districts be <br />the first recipients of any revenues and receive 100 percent <br />grants. Based upon my understanding of the Board's attitude <br />toward these issues at the last meeting. I have declined to <br />agree to this.
