.

.
STATE OF COLORADO
o

COLORADO WATER CONSERVATION BOARD
Department of Natural Resources
721 State Centennial Building
1313 Sherman Street
Denver, Colorado 80203
Phone: (303) 8&6-3441

M E M 0 RAN DUM

Roy Romer
Governor
J. William McDonald
Director
David w. Walker
Deputy Director

TO: Members. CWCB

FROM: Bill McDonald

DATE: February 10. 1989

SUBJECT: February 17. 1989. Informal Working Meeting--
CRSP Negotiations

Please find enclosed the proposal which has now been
prepared by the states. We will be meeting with CREDA on
February 16 for another round of negotiations.

Insofar as Colorado is concerned. I have. within the
parameters you established at the last Board meeting:

(1) Compromised with Utah on the flow of revenues to them
in the first 10 years,

(2) Provided for deauthori~ation of our unconstructed
participating projects subject to certain terms and
conditions. and

(3) Provided for Congressional approval of expenditures of
power revenues under a range of differing
circumstances.

West slope interests have requested that the West Divide.
San Miguel, and Fruitland Mesa vater conservancy districts be
the first recipients of any revenues and receive 100 percent
grants. Based upon my understanding of the Board's attitude
toward these issues at the last meeting. I have declined to
agree to this. These people want to further discuss this issue
with the Board.

JWM/gl
Enclosure: as stated

9378E
