Motion was approved 8- <br />O. Greg Walcher and Carolyn McIntosh were not present. <br /> <br />10. Stream and Lake Protection - Stream and Lake Protection - 2003 New Appropriation <br />Recommendations in Water Divisions 3, 5 and 6 (White River Basin). <br />Tape I, <br />Track 3, Start/Stop: 25:45 - 40:21 <br />Action: A motion was made by Ray Wright with a second by Keith Catlin to approve <br />the staff recommendation that the Board proceed as provided in Instream <br />Flow (ISF) Rule 5.21: <br />5.21 Board's Intent to Appropriate. Notice of the Board's potential action to <br />declare its intent to appropriate shall be given in the January Board meeting <br />agenda and the Board will take public comment regarding its intent to <br />appropriate at the January meeting. <br />5.21 (A) After reviewing Staff's ISF recommendations, the Board may declare <br />its intent to appropriate specific ISF water rights. At that time the Board shall <br />direct the Staff to publicly notice the Board's declaration of its intent to <br />appropriate. <br />5.21 (B) After the Board declares it's intent to appropriate, notice shall be <br />published in a mailing to the ISF Subscription Mailing List for the relevant <br />water division and shall state; <br />a. Description of Staff recommendations (e.g. stream reach, amounts, etc.); <br /> <br />Flood Protection. Water Project Planning and Finance. Stream and Lake Protection <br />Water Supply Protection. Conservation Planning <br />
