That study has <br />now been completed by Zorich, Spronk and Associates, Inc. <br /> <br />The reconnaissance study has been reviewed by the staff. <br />The consultant has addressed all of the issues which were <br />required of him. <br /> <br />Discussion <br /> <br />Due to the size and comple~ity of the proposed project, and <br />based upon a review of the reconnaissance stUdy, the consultant <br />has recommended and the staff concurs that the most logical <br />approach to this project would be to prepare a phased feasibility <br />study. The proposed phases for the study are as follows: <br /> <br />A. South platte River Hydrologic Investigation <br />..Ii. High plains Water Supply & utilization Analysis <br />C. Ability to pay Analysis <br />~ <br />'Ir.. Design and Cost Analysis (Levell) <br />E. project Evaluation and preliminary Conclusions <br />F. Design and Cost Analysis (Level 2) <br />G. Environmental Assessment <br />H. Financial program Development <br />I. Final Evaluation and Report preparation <br /> <br />If the conclusion at the end of any consecutive phase of the <br />study is that the project is not feasible, then work could be <br />terminated and no additional expenditures incurred. <br /> <br />524 <br /> <br />John R. fetcher.
