SUBJECT: Federal Appropriations FY 1983 and President's Budget
Request, FY 1984, Colorado Water projects--
March 3, 1983, Board Meeting

FY 83

As you are aware, the Congress failed to enact an
appropriation bill for fiscal year 1983 containing funds for the
Bureau of Reclamation. As a consequence, the Bureau is operating
under a continuing resolution which essentially limits the
Bureau's fiscal year 1983 activities to the fiscal year 1982
levels.

Under these restrictive provisions the Bureau's construction
program has been reduced by over $31 million in Colorado. The
attached table shows funds included in the budget estimate and
those available under the continuing resolution.

FY 84

Table 2 (attached) summarizes the President's budget request
for Colorado projects for fiscal year 1984 for both the Bureau of
Reclamation and the Corps of Engineers.

Recommendation

I recommend that the Board authorize me to prepare and
submit testimony to the appropriations committees supporting the
President's FY 84 budget requests and urging the inclusion of
funds for the Narrows and Animas-La Plata projects.
