.

Agenda Item 14, Colorado River Basin Salinity Control
Program. (Deferred--to be discussed during dinner prior to Board
meeting at Fort Collins.) (This would be Appendix M.)

Mr. Fetcher moved to Agenda Item 15, Instream Flow Program.
Mr. McDonald asked staff member Gene Jencsok to present this
item. Mr. Jencsok stated that this Agenda Item involved three
parts: l5a, Preliminary Instream Flow/Natural Lake Level
Recommendations (information only, no action required): l5b,
Ratify Statement of Opposition, Case No. 2-82CW2l6: and 15c,
Informational Items (see Appendix N).

During the Board discussion of the request for Ratification
on Statement of Opposition, Mr. Vandemoer expressed concern over
staff recommendations for ratification on requests for change of
point of diversions when, as in this case, small quantities of
water are involved. He feels that recommendations for
ratification of this nature would make it difficult for
irrigators to change their points of diversion.

Mr. Robbins moved, seconded by Mr. Kroeger, that the Board
ratify the objection filed in Case No. 2-82CW2l6 with the proviso
that the staff not take any adversary action until approved by
the Board. The motion was adopted by unanimous voice vote.

With reference to Agenda Item l5c, Information Items, the
Board approved the proposed language for the Conejos River

-14-
