,

r

Solution: The CDOT hydrologist will provide the CWCB with a revised flood elevation through
the box culvert, which will assist with future design through Prince Street and vicinity. .e

3. CWCB service road for the right bank - CDOT will provide access to the CWCB by
constructing a curb cut, roadway over the curb and sidewalk. The curb cut will be designed
and constructed for 20 ton loading. The location will be coordinated with CWCB staff.

Solution: The CDOT designers have agreed that a 20 ton access driveway can be constructed
for a CWCB roadway and have revised the construction plans to show that change.

4. Future bike/trail system under the Prince Street Bridge - For the side slope design north of
the 10'xI0' box culvert, CDOT will coordinate the final design with the CWCB and the
District regarding the considerations of the concrete retaining wall rather than a reinforced
earthen side slope. The contact for the District is Mr. Bill Woodcock.

Solution: The revised design will now accommodate a future trail design.

5. The pedestrian crossing (bike/trail) for the frontage road - For the bike/trail system which is
located north of Prince Street, CDOT will provide additional signage which will direct
vehicular traffic to yield to pedestrians at the north frontage crossing.

Solution: CDOT will add a sign for the north bike/trail path which will state, "Yield to
Pedestrians."

.

6. Paint stripping for all bike/trail crossings - CDOT will provide adequate marking for the
District's bike/trail crossing.

Solution: The entire reach of the bike/trail path through the Prince Street-Santa Fe Blvd.
intersection and frontage road crossing will have the standard CDOT paint stripping used for
cross walks.

These solutions were agreed to at our meeting with CDOT on January 14, 1999.

RECOMMENDATION:

Following a review by the AG's office and CWCB stafffor the CDOT request, a
recommendation is as follows:

Amend the November 23,1998 approval action which granted conditional approval of the
Colorado Department of Transportation (CDOT) easement request for Project No. FCU (CX)
085-2(57) Unit 3. The approval action should be amended to approve the easement based on the
standard CWCB easement provisions and the agreed to solutions which fully address the
CWCB's November 23, 1998 concerns and issues.

e
