<br />but is not limited to, the review of previous inspections, instrumentation results, reports and <br />drawings; visual inspections of the dam and appurtenances, seepage control and <br />measurement systems, and any permanent monument or monitoring installations. <br /> <br />4.2.29 "Safe Storage Level" means the maximum reservoir water surface elevation at <br />which the State Engineer has determined that the dam is safe to impound water based on the <br />safety inspection. <br /> <br />4.2.30 "Spillway" means an appurtenant structure that conducts overflows from a reservoir. <br /> <br />4.2.30.1 "Principal or Service Spillway" means the overflow structure designed to <br />limit or control the operating level of a reservoir, and first to be activated in runoff <br />conditions. It is designed to pass normal flows, and may not be designed to pass the <br />entire Inflow Design Flood. It is usually an open channel, pipe or culvert. <br /> <br />4.2.30.2 "Emergency Spillway" means the appurtenant structure designed to pass <br />the Inflow Design Flood in conjunction with the routing capacity ofthe reservoir <br />and any principal or service spillway( s). Pipe or culvert spillways are not <br />considered acceptable emergency spillways. <br /> <br />4.2.31 "Spillway Crest" means the highest elevation of the floor of a spillway or ogee crest <br />above which spillway flow begins. <br /> <br />4.2.32 "Surcharge Storage" means the volume of water temporarily stored within a <br />reservoir between the high water line and the crest ofthe dam. <br /> <br />Rule 5. Requirements for Construction or Enlarl!ement of Jurisdictional Size Dams or <br />Reservoirs: <br /> <br />An owner proposing to construct or enlarge a jurisdictional dam or reservoir shall submit an <br />application package, in a form acceptable to the State Engineer, and shall receive approval of the <br />construction plans and specifications from the State Engineer prior to commencing construction. <br />The application package shall be prepared by an engineer, and shall consist of the following: <br /> <br />I. Application Form <br />2. Construction Plans <br />3. Construction Specifications <br />4. Hazard Classification Report <br />5. Hydrology Report <br />6. Geotechnical Report <br />7.
