Completion of the 4 steps will result in the publication of a Plan (MMIP) for Colorado that will
then lead to a regional plan and nationwide plan by FI\MA.

There is a strong possibility that significant increases: in federal funding for floodplain mapping
activities will occur beginning in FY '03 and may continue for 3 to 5 years beyond that.
President Bush, in his proposed FY '03 budget, has included more than $300 million for
floodplain mapping nationwide, which is an enormous increase (ten-fold increase) in FEMA
mapping funds. If the U.S. Congress chooses to support the President's proposed budget, in
whole or in part, there will be a substantial change in rederal funding for floodplain mapping for
Colorado and all other states. .

FEMA has stated that it will provide 75% funding for!l new position for the state to implement
the MMIP work in each state. The CWCB staff is currently finalizing an Efficiency and
Effectiveness Analysis for the creation and funding of:an FTE within the Flood Protection
Section to serve as Colorado's State Floodplain Mapping Coordinator. The CWCB will need to
provide the 25% match for this position, as weIl as neqessary equipment and software.

Specific Reauest
At this time, the staff of the Flood Protection Section is requesting formal action by the Board to
adopt a resolution that supports the Map Modernization Implementation Plan effort that is
currently underway. The resolution also indicates unilateral support for President Bush's
proposed floodplain mapping budget.

Recommendation
Staff recommends that the Board formaIly approve :the attached resolution that supports the e
Colorado Map Modernization Implementation Plan effort and President Bush's proposed FY '03
budget that includes more than $300 million for floo~plain mapping throughout the nation. In
addition, staff recommends that U.S. Congress be urged by all interested parties to support the
President's proposed budget for FY '03 and for subsequent fiscal years, as needed to fuIly
implement the Map Modernization Implementation Pllin.

e

Flood Protection.
