<br />Completion of the 4 steps will result in the publication of a Plan (MMIP) for Colorado that will <br />then lead to a regional plan and nationwide plan by FI\MA. <br /> <br /> <br />There is a strong possibility that significant increases: in federal funding for floodplain mapping <br />activities will occur beginning in FY '03 and may continue for 3 to 5 years beyond that. <br />President Bush, in his proposed FY '03 budget, has included more than $300 million for <br />floodplain mapping nationwide, which is an enormous increase (ten-fold increase) in FEMA <br />mapping funds. If the U.S. Congress chooses to support the President's proposed budget, in <br />whole or in part, there will be a substantial change in rederal funding for floodplain mapping for <br />Colorado and all other states. . <br /> <br />FEMA has stated that it will provide 75% funding for!l new position for the state to implement <br />the MMIP work in each state. The CWCB staff is currently finalizing an Efficiency and <br />Effectiveness Analysis for the creation and funding of:an FTE within the Flood Protection <br />Section to serve as Colorado's State Floodplain Mapping Coordinator. The CWCB will need to <br />provide the 25% match for this position, as weIl as neqessary equipment and software. <br /> <br />Specific Reauest <br />At this time, the staff of the Flood Protection Section is requesting formal action by the Board to <br />adopt a resolution that supports the Map Modernization Implementation Plan effort that is <br />currently underway. The resolution also indicates unilateral support for President Bush's <br />proposed floodplain mapping budget. <br /> <br />Recommendation <br />Staff recommends that the Board formaIly approve :the attached resolution that supports the e <br />Colorado Map Modernization Implementation Plan effort and President Bush's proposed FY '03 <br />budget that includes more than $300 million for floo~plain mapping throughout the nation. In <br />addition, staff recommends that U.S. Congress be urged by all interested parties to support the <br />President's proposed budget for FY '03 and for subsequent fiscal years, as needed to fuIly <br />implement the Map Modernization Implementation Pllin. <br /> <br />e <br /> <br />Flood Protection.
