Continue on a long-te~ basis both public and p~ivate funding of <br />~esea~ch fo~ imp~ovements in plant genetics, ag~onomic p~ctices, <br />wate~ and soil conse~vation methods, and irTigation ~elated tech- <br />nologies to inc~ease ~te~ use efficiencies, dec~ease e~osion losses <br />and imp~ove agPicultupal ~oductivity on both irTigated and dpYland <br />fa~s th~oughout the High Plains Region. <br /> <br />2. Expand p~ogrwns to denronst~te the use of ~te~ efficient i~Pigation <br />techniques and p~ctices, d~ought tolePant crops and cropping <br />systems, plant growth regulators and soil moisture conservation <br />methods, weed control and conse~vation tillage p~actices, and <br />soil/~ter conse~vation nunagement systems. <br /> <br />3. Increase public and private funding fo~ ~esea~ch, demonst~tion and <br />market development fo~ new alternative ~te~ efficient c~ops adapted <br />to High Plains growing conditions. <br /> <br />B. PUBLIC INFORMATION, EDUCATION, EXTENSION AND TECHNICAL ASSISTANCE <br /> <br />1. Expand and direct public and ~ivately sponsored p~ogrwns to identify <br />the need fo~ ~te~ and soil conservation imppovements in High Plains <br />agPicultu~e and to disseminate widely the mo~e effective conBe~vation <br />~esea~ch ~eBults; soil moisture, weathep and cpop ~tep requiPements <br />info~ation; and cu~rent market data fo~ ippigated and dpYland fa~ing <br />ope~ationB and commodities in the High Plains Region. <br /> <br />2. Conduct sho~t cou~ses and field tou~s fo~ famle~s in o"f'de~ to <br />demonst~ate on a local basis the use of p~oven and cost effective <br />management methods, practices, c~opping systems and soil/~ter con- <br />se~ation equipment fo~ both irPigated and dpYland fa~ing conditions <br />throughout the High Plains. <br /> <br />3. Inc~ease the scope and amount of technical and financial assistance <br />to High Plains fa~e~s fo~ ~te~ and soil conservation imp~ovements <br />and nunagement systems. <br /> <br />4. Develop ap~ initiate a p~ogrwn fo~ info~ing domestic, municipal, <br />comme~cial and indust~ial ~te~ use~s in the High Plains Region on <br />effective methods, p~actices and devices fo~ imppoved ~tep use effi- <br />ciencies and conservation. <br /> <br />C. WATER SUPPLY ENHANCEMENT AND MAINTENANCE <br /> <br />1.
