Walker <br />Deputy Director <br /> <br />FROM: Bill McDonald <br /> <br />DATE: August 6, 1982 <br /> <br />SUBJECT: Agenda Item 8, August 16, 1982, Board Meeting-- <br />High Plains Study <br /> <br />Introduction <br /> <br />Congress authorized the $6 million High Plains Study in <br />1976 to investigate the depletion of the Ogallala Aquifer and <br />to develop recommendations for action. The study has now been <br />completed and final reports are in preparation. <br /> <br />The overall study was conducted under the auspices of a <br />six-state High plains Study Council, whose members were appointed <br />by the Governors of their respective states (Colorado, Kansas, <br />Nebraska, New Mexico, Oklahoma, and Texas). Regional research <br />results are being compiled by the consultants who performed the <br />study and the High plains Study Council is preparing a summary <br />report, with recommendations, for transmittal to Congress. <br /> <br />State-level research was also conducted within each state <br />as a part of the overall effort. In Colorado, an advisory com- <br />mittee composed of eastern Colorado citizens has used the results <br />of both the regional ~nd state-level research as the basis for <br />preparing recommendations directed specifically at actions to be <br />taken by Colorado. <br /> <br />The purpose of this agenda item is to receive a briefing <br />from the Colorado Department of Agriculture on the study's results <br />and on the recommendations developed by the Colorado advisory <br />committee. The status of the various elements of the study is <br />summarized in the attachment entitled "Study Background and <br />Current Status" (June, 1982). <br /> <br />High Plains Study Council Recommendations <br /> <br />The six-state Council's draft recommendations are attached. <br />The full draft report from which these are taken can be made <br />available upon request. <br />
