SENATOR ROGERS:

"I think the recommendation by the
Water Board is splendid. 1 certainly
appreciate you gentlemen asking me to
this meeting and having the opportunity
to hear this discussion."

MR. MOSES:

"Does somebody want to make a motion
that this language be amended to include
these suggestions?" '

"1 move that the committee be in-
structed to amend the proposed amend-
ments to provide that the first question
in an election to select an advisory
board be the question of whether or not
a district should be established and an
advisory board elected."

MR. BARNARD:

MR. MOSES:

"I second the motion."

"Is there any more discussion?"

At this time a brief discussion was held as to
whether a recess should be called for lunch but it was de-
cided to go ahead with the meeting.

MR. MOSES:

"Let me call on the other gentlemen
who are here. We are anxious to hear
your views on the matter. Do you want
to introduce them, Mr. Canfield?"

Mr. Canfield introduced Mr. Richardson of the
Bijou, Kiowa Underground Water Association who spoke briefly
and read the results of a questionnaire that had been sent
out by Mr. Davis of the Colorado Agricultural College on a
survey of the Wiggins area with the answers received.

I am sure the members of the Board
would' like to have a copy of the -report.

Do any of you other gentlemen
wish to speak?"

Mr. Fred Weller, president of the Bijou, Kiowa
Underground Water Association spoke briefly and Mr. Canfield
introduced Mr. Jacob Bernhard of the same Association.

Mr. Wunsch spoke about the presumptions being taken
out of the proposed legislation which he thought was one of
the best things that could be done at this time. He gave his
hearty approval to the proposed bills, as amended.
