' <br /> <br />"1 move that the committee be in- <br />structed to amend the proposed amend- <br />ments to provide that the first question <br />in an election to select an advisory <br />board be the question of whether or not <br />a district should be established and an <br />advisory board elected." <br /> <br />MR. MOSES: <br /> <br />"I second the motion." <br /> <br />"Is there any more discussion?" <br /> <br />At this time a brief discussion was held as to <br />whether a recess should be called for lunch but it was de- <br />cided to go ahead with the meeting. <br /> <br />MR. MOSES: <br /> <br />"Let me call on the other gentlemen <br />who are here. We are anxious to hear <br />your views on the matter. Do you want <br />to introduce them, Mr. Canfield?" <br /> <br />Mr. Canfield introduced Mr. Richardson of the <br />Bijou, Kiowa Underground Water Association who spoke briefly <br />and read the results of a questionnaire that had been sent <br />out by Mr. Davis of the Colorado Agricultural College on a <br />survey of the Wiggins area with the answers received. <br /> <br />rom. MOSE3: <br /> <br />"Thank you very much Mr. Richardson. <br />I am sure the members of the Board <br />would' like to have a copy of the -report. <br /> <br />Do any of you other gentlemen <br />wish to speak?" <br /> <br />I <br /> <br />Mr. Fred Weller, president of the Bijou, Kiowa <br />Underground Water Association spoke briefly and Mr. Canfield <br />introduced Mr. Jacob Bernhard of the same Association. <br /> <br />Mr. Wunsch spoke about the presumptions being taken <br />out of the proposed legislation which he thought was one of <br />the best things that could be done at this time. He gave his <br />hearty approval to the proposed bills, as amended. <br />
