664

MR. MILLER:

of an advisory board be one of
the questions to be voted on by
the local people."

"I think the advisory committee
as outlined in the amendments is very
sketchy at the present time. It seems
to me that we simply postpone the selec~
tion of an advisory committee until we
have a water code.

I

Paragraph 9 in the resolution
adopted at the last meeting stated:
'That the critical situation in some
underground water areas requires
passage of some legislation at this
Session to regulate development of
additional wells'.

The resolution considered as
a whole makes it plain that we felt
a complete underground water code
would have to wait a further study
and investigation so whatever we
pass on at this time is only the ans-
wer to an emergency or critical situa-
tion. I think it should be made plain
under any recommendation we make on
legislation at this time, that it is
also subject to further legislation.

I think I am willing to go along
with the advisory committee if the
people in the area have the right to
decide whether they want a committee
and that the legislation could be so
framed that you could avoid duplication
of election."

MR. BARNARD:

"Do you want to have a separate
election to determine if a committee
should be elected, and then an election
to determine who should be on the ad-
visory boa rd?"

I

MR. MOSES:

"Will somebody make a motion to that
effect. First though, let me ask, Sen-
ator Rogers, what do you think of this?"
