MOSES: <br /> <br />"I don't care if it is changed. <br />My idea is to make it as simple as <br />possible to get the initial petition <br />signed." <br /> <br />MR. WHITTEN: <br />I MR. 1.IOSES: <br /> <br />"Does a person have to reside in a <br />district where the water is short?" <br /> <br />"They are to be residents of the <br />State of Colorado." <br /> <br />"Have you settled on anything rela- <br />tive to whether it refers to ground <br />water users only or agricultural land- <br />owners who have paid a tax?" <br /> <br />"I believe we decided it was to be <br />qualified voters as defined in the bill." <br /> <br />A discussion followed on this problem and explana- <br />tion was given by Mr. Barnard and Mr. Stapleton. <br />
