MR. BARNARD:

"If that suggestion meets with
general approval, I don't see why
the committee can't change the amend-
ment to fit. I don't see how the term
'qualified voter' who is defined as any
person, municipality or corporation
using ground water within the restricted
district with the following qualifica-
tions: (1) a resident citizen of the
state of Colorado, having paid a tax
on agricultural land within the district
during the calendar year next preceding
the election; and (2) duly authorized
agent of the municipality or corporation
using ground water within the district,
can be changed."

MR. MOSES:

"I don't care if it is changed.
My idea is to make it as simple as
possible to get the initial petition
signed."

MR. WUNSCH:

"The people that are going to be
mostly interested in forming these dis-
tricts will be ground water users and
I think those people that form that
district should be ground water users."

MR. BARNARD:

"That is included in the definition
of a 'qualified voter'."

Further discussion was held on Mr. Moses' sugges-
tion and it was decided that the committee should go into
this with regard to the amendments.

"Does a person have to reside in a
district where the water is short?"

"They are to be residents of the
State of Colorado."

"Have you settled on anything rela-
tive to whether it refers to ground
water users only or agricultural land-
owners who have paid a tax?"

"I believe we decided it was to be
qualified voters as defined in the bill."

A discussion followed on this problem and explana-
tion was given by Mr. Barnard and Mr. Stapleton.
